Adding a Blackmist, or diffuser is not in itself cinematic.  The use of color grading, light and shadow, these tend to showcase the cinematic look.  More often than not, a vintage lens will create the creamy smoothness of cinema, more than any filter.  

As the Lumix line of cameras have LUTs backed into the shot, we can get cinematic stills and video straight out of camera.
